Further to the recent public meeting at Greenmount Old School, I write in regard to a planning application submitted to Bury Council for prior approval for a proposed 5G 16 m telecoms installation: H3G street pole and additional equipment cabinets. The reference number for the application is 68813.
The location for the proposed 16-metre-tall telecommunications mast is a grass verge at Coleridge Road, Greenmount. The full details of the application can be viewed on the Bury Council planning portal here.
Attached to this correspondence is a copy of my submission outlining why I oppose this application. I hope it may be of some assistance to those local residents who have not yet had the opportunity to contact Bury Council with their views.
The decision as to whether the application will be granted or not is currently due to be taken on the 17th October. Although comments can be made up until that date, the Council has asked that any submissions from local residents be served on them by the 10th October. This can be done either online using the link here, or by post to Business Growth & Infrastructure, Development Management Team, 3 Knowsley Place, Duke Street, Bury, BL9 0EJ.
I have written to the Chief Executive and Head of Planning at Bury Council separately requesting that the application be considered at full planning committee rather than as a delegated decision of a council officer. I have also contacted the applicant, outlining my opposition to the proposal and requested they withdraw their application. Both of these letters can be seen below.
Regarding such applications, paragraph 118 of the National Planning Policy Framework states, “Local planning authorities must determine applications on planning grounds only.” Therefore those who wish to object can do so on the following grounds if applicable to the application:
Negative effects on amenity ( neighbours and community) – particularly due to:
Noise
Disturbance
Overlooking and loss of privacy
Nuisance
Shading/loss of daylight
Negative adverse visual impact of the development – particularly on the landscape and/or locality.
Design Issues:
Bulk/massing
Details and materials
Local design guidance/policy ignored
Overbearing / out of scale or out of character in terms of appearance
Highway safety – only if supported with detailed and technical evidence.
